APPLICANT REQUESTS THAT:
The following blocks on his DD Form 214, Certificate of Release or
Discharge from Active Duty, issued in conjunction with his 1 Jun
01 retirement be changed:
1. Block 11, Primary Specialty, changed to 3P071 Security
Force Craftsman rather than 81150 Security Specialist.
2. Block 18, Remarks, Air Force Basic Military Training
(BMT), be changed from 6 weeks, Jan 81, to 6 weeks, Jun 81.

APPLICANT CONTENDS THAT:
The new specialty codes and titles changed prior to his discharge
and should have been reflected on his DD Form 214.
He was awarded the Security Forces Protection Badge.
He entered active duty in May 81 and completed BMT in Jun 81.
The Department of Veterans Affairs (DVA) benefits counselor
advised him to have the corrections made.

Exhibit A.
STATEMENT OF FACTS:
On 1 Jun 01, the applicant retired after serving 20 years and
25 days of active service.
On 9 Jan 14, DPSIT administratively corrected the applicants DD
Form 214 in Block 18, Remarks, Air Force Basic Military Training
(BMT), to reflect 6 weeks, Jun 81.
AIR FORCE EVALUATION:
AFPC/DPSIC recommends partial relief. AFSCs 81lX0 (all skill
levels) were converted to 3P0X1 effective 1 Nov 93, well prior to
the applicant's 31 May 01 separation date. While the applicant
served more than one year in 3P0X1, Security Forces, his record
does not support service of one or more years in an AFSC 3P071
duty position.
Recommend correcting the Security Forces AFSC and title for his
DD Form 214, Block 11 to reflect "3P051, Security Forces
Journeyman" vice "81150, Security Specialist."

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 14 Mar 14 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice to warrant
changing the applicants DD Form 214, Block 11, Primary Specialty,
to read 3P071, Security Force Craftsman. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air
Force office of primary responsibility and adopt its rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. In view of the foregoing and in
the absence of evidence to the contrary, we find no basis to
recommend granting this portion of his application.
4. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice to warrant changing his
DD Form 214, Block 11 to reflect "3P051, Security Forces
Journeyman." Having carefully reviewed this application, we agree
with the recommendation of the Air Force office of primary
responsibility and adopt the rationale expressed as the basis for
our conclusion that the applicant has been the victim of an error
or injustice. Therefore in addition to the administrative
correction to his DD Form 214 noted above, we also recommend his
DD Form 214, Block 11, be corrected to reflect "3P051, Security
Forces Journeyman." Accordingly, we recommend the applicants
record be corrected to the extent indicated below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that his DD Form 214,
Certificate of Release or Discharge from Active Duty, issued in
conjunction with his 1 Jun 01 retirement, was amended in Block 11,
Primary Specialty, to reflect 3P051, Security Forces Journeyman
rather than 81150, Security Specialist.

Afterwards, he was informed that if he had chosen to extend for one month at his previous assignment until his formal retraining that he would have been scored in the AFSC 3P051. If he had been scored in the AFSC 3P051 he would have been promoted.
